"Se necesita un cambio audaz en el enfoque de ( las Naciones Unidas y la comunidad internacional para que se ponga fin al ciclo de violencia contra los rohingyas, y el gobierno de Myanmar necesita saber que el apoyo y las finanzas internacionales están condicionados a un cambio importante en la política hacia los rohingya ".

Myanmar había vivido bajo sanciones internacionales desde finales de la década de 1980, impuesta por abusos de derechos bajo la dirección militar del país. La mayoría de esas sanciones se han levantado desde la transformación del gobierno en una administración dirigida por civiles.
